As more characters are added to SWGoH, we cannot ignore how older characters are impacted and how the game continues to evolve. One of those early characters in Galaxy of Heroes is Coruscant Underworld Police. As I look at the Best Mods for Coruscant Underworld Police, not much has changed since this article was published years ago on Gaming Fans, but all of the characters in the game can use a refresher to ensure that players know what the “best mods” are for each of them. While my days with Gaming Fans are now behind me, I am working to keep building on what I saw as my strength all along – the “best mods in SWGoH” series as today I review the Best Mods for Coruscant Underworld Police in SWGoH.
Here is the SWGoH explanation of Coruscant Underworld Police: “Support that shuts down enemies with Stuns and Offense Down.” Often regarded as one of the weakest characters in Star Wars: Galaxy of Heroes, Coruscant Underworld Police (CUP) offered some early-game utility thanks to his ability to stun with his basic attack, but he’s largely been overlooked and irrelevant in the game and on my roster until the $5 CUP Lightspeed Bundle in SWGoH changed things. A Light Side Support, Coruscant Underworld Police is also a member of the Galactic Republic faction. Let’s take some time to look at how mods best impact CUP in SWGoH.

Main Mod Stats to focus on…
So as I said above, CUP has historically had very little value and has been a bit of a punchline in Star Wars Galaxy of Heroes. But the $5 CUP deal in early 2025 bumped him up to Relic 9 on my roster, which at the time I pretty much bought for potential future need, the lack of using Relic materials to get to Relic 9 and the low price. What I did not expect was that I would use Coruscant Underworld Police. Anywhere. Fast forward to an April 2025 RotE Territory Battle in Phase 5 on the Ring of Kafrene. Requiring Relic 9 characters, I was annoyed wit the fact that my Relic 9 Galactic Republic characters from the Battle of Naboo Raid were not as useful as I like, so I stumbled upon this team – Queen Amidala, Master Qui-Gon, Padawan Obi-Wan, CUP and Fives. Little did I know how effective it would be, and the image in this article shows the final result from the past few Territory Battles.
As with most characters in SWGoH, Speed is essential. CUP relies on it to take turns quickly and use his kit effectively so he can have the chance to debuff his enemies. I will note that 60-70% Potency (after mods) is not going to be very effective in the RotE Territory Battle mentioned above, even with the Non-Lethal Specialist unique which provides a 30% Potency boost at max level. Finally, in terms of survivability, it all depends on who you use CUP with as he is not great at anything statistically. Under a Queen Amidala lead all allies gain +15% Max Health and Protection and +20% Defense, so you have your pick based on your mod inventory if you choose to use CUP as I have, with Queen Amidala. Coruscant Underworld Police does have 66k health before mods as opposed to just 50k protection, so I am leaning on adding health when given the choice. I have since reviewed my own mods, taking all of this into account, to ensure I have better stats heading into future battles and may test out my Relic 9 CUP elsewhere to see if he can be even more valuable.
Which Mod Sets to use & Dev Recommendations for CUP:
As I have said many times before, the developers and I tend to agree on new characters and while Coruscant Underworld Police is one of those older SWGoH characters, the devs and I are not far off. Their recommendation of Speed & Potency sets is not bad in my opinion, but if he is not stunning and applying Offense Down, he really is not doing anything to help your team. As a result, local up on Potency for at least two of the sets, and if you have another set that helps survivability and has strong speed & potency secondaries, that will accomplish the same goal. Here is what I am recommending for the best mods for Coruscant Underworld Police (CUP):

- Transmitter (Square) – The Transmitter mod always has a primary focus on offense. For CUP, you want to use a POTENCY mod here and be sure to closely look at the secondary stats to ensure that you get a heavy secondary focus on speed, potency, health and defense or protection.
- Receiver (Arrow) – The Receiver mod can have a primary focus on several stats including speed, critical avoidance, accuracy, health, protection, defense and offense. For Coruscant Underworld Police, you want to use a POTENCY/HEALTH mod here with a primary focus on speed and a secondary focus on health, potency, protection and defense.
- Processor (Diamond) – The Processor is always going to have a primary focus on defense. For CUP, you want to use a POTENCY mod here with a secondary focus on speed, potency, health and defense or protection.
- Holo-Array (Triangle) – The Holo-Array is a very specialized mod that can have a primary focus on critical chance, critical damage, health, protection, offense and defense. For Coruscant Underworld Police, you want to use a POTENCY mod here with a primary focus on Health and a secondary focus on speed, potency, health and defense or protection.
- Data-Bus (Circle) – The Data-bus mod always has a primary focus on either health or protection, and CUP benefits a bit more from a high Health stat, so use a POTENCY/HEALTH mod with a Health primary. The secondary focus stats should be speed, potency, health and defense or protection.
- Multiplexer (Plus) – The Multiplexer (plus or cross) mod can have a primary focus on potency, tenacity, health, protection, defense offense. For Coruscant Underworld Police, you want to use a POTENCY mod here with a focus on Potency, making sure to have your mod sets complete. For the secondary stats, look to add speed, health, defense and protection.
